After a long deliberation, I have come to the sad conclusion that Aggie Kenny is not a good court room sketch artist. UPDATE: I was reading it wrong. The rule is way old, the years cited is just recent examples of when it was enforced. Which would make sense as to why there are a lot of examples in the last few years.
If I’m reading that correctly, it looks as though many of those rules were added in 2016 and 2017. Why would a Republican controlled House add such rules limiting themselves like that?
