Yeah, that still gets me a little when I watch it. She got a little karmic justice in All-Stars when comments started flying about which queens were carrying their teams, namely Yara and Chad.
That's true in general, but a runway queen like Naomi would usually come with a lot more looks than most girls. Even Derrick remarked that she had so many unused looks when she had to pack up.

In terms of #1, if we want to talk quotas, there hasn't been an African-American winner (or even a Top 3 finalist) since season 2. But I think this profiling happens in the initial casting of the season, not at the finale.
