You make a valid point about disengagement , and how it was done because the (human) operator thought there was danger , but how would you know how many times a crash was prevented? You do a simulation, let it run without disengagement and see if the result is a crash?

Driving a car in city traffic does not bring a lot of enjoyement, to me at least. I only truly enjoy driving on country road or a higway.
