Actually, "modern ABS" is normally tuned for 9/10ths braking force so that the other 10th can be used to turn the vehicle. There are some vehicles which seem to biased more towards maximum braking force (EVOX seems to be good at this from experience) however the ABS in my Mazda 3 can be easily bested by threshold
