Actually I will say this from experience. Under a few circumstances water can bead up like that on vertical panels. For instance (and I know this isn't the case in the game but I'm just making a point) but if you wax a car improperly water will bead up on the residue.

What in gods name is going on with that truck! I mean I like a slightly raised up truck but that is just.... There are no words that come to mind that can explain the horrendous idea that is that truck. And if you like it that's cool I just find that to be a bit much
