As Michael clearly stated in the article, that isn't true everywhere. I can't vote absentee in Michigan as an able bodied young person. You have to have a "good reason" to vote absentee and I believe that is true in quite a few states.

This is the real problem. Employers used to be more willing, on the whole, to train their workers. The onus now is on the employee to have the training, and quite often multiple years of real experience in order to get a job in any industry. There’s no talking your way in it seems like anymore.
