I believe the topic in question is that this app is a national security risk, so I don’t see how “tik tok should exist because of the funny memes” is a relevant defense against that.

AI Artists are not artists. The program they are using to generate the art is the artist and they are just telling it what they want. If you go to a human artist and give them a prompt and they paint you what you want, you can not then copywrite that piece yourself.
