I and many people on this site, intentionally seek out manuals and will go far lengths to get them.  As a whole people don’t but the type of people who would buy a small, lightweight, sports car most certainly would.

The big point is that Berlin was made before cars were a thing.  It would have been near impossible to buy all the land to create the space for the highway, so instead they went with the regional rail, and high speed rail.  Everything else is a byproduct of this.

Berlin was built before cars were a thing.  Also Germany is the size of Wisconsin so it’s a little bit easier to deal with getting from one side of the country to the other then in the US

The space under highways can be used for other things.

Not to mention additional wear and tear on less robust surface streets that would then require more maintenance, and increased traffic when said maintenance is being performed, not to mention the increased costs of maintenance.
