The headline on its own said the pandemic was improving the launch somehow. It’s not until you read the article until you get the context to show that there’s a misused word in the headline.

“Bucking up” means encouraging or improving. Was the headline going for “fucking up” and decided to make a bronco pun with “bucking up?”
