718 used to be landline only then they started opening it to cell phones later on but stopped it in favor of 917. (My dad still has a 718 cell number) but now there are no more 917s either and you either get a 347 or 646 number now.
No, the article says that they sell them un bunches of 5 or 10 and they have to pay a $50 fee up front. The value of the number goes by memorablility.

CableCard is still required by the FCC I think. And a TiVo on FiOS is better than any other company, there is no tuning adapter required like some cable companies for HBO and Showtime. Just the CableCard and thats it!
