Impulse force can be MUCH higher. Imagine you have a 4 lb hammer and you hit it into a concrete block. Your arm can’t make much torque (comparatively) and a 4lb weight on concrete isn’t much, but start hammering down and you’ll quickly chip/break the concrete.
