In DC today a Capitol Police Officer was shrieking at a guy for crossing a small area of grass to get to his car rather than staying on the sidewalk. This is how a police state is established, by law enforcement agencies refusing to obey the law, and make no mistake, when an executive action is unlawful, particularly if there is a court order staying the executive order, then refusing to obey said court order is unlawful in itself.

Yes, it does. A court order for a stay supersedes the executive order. That is how we have checks and balances: by executive orders, or laws making their way through the court to determine if they are lawful and constitutional.
