I don't think he's negating his preference per se. Maybe his main priority when it comes to games is playing with his friends. The systems are very similar, if you don't have loyalty to one system or you're not particularly interested in the first party stuff, I think it makes sense for you to go with the same system…

Even though I already own it for the PS3 Im going to be buying it again for the PC I love the mods people make for these types of games.

It started on PC sure but the real gamechanger, the one that really set the standard for open world driving/shooting/sandbox games was GTA3 which was at first on ps2. The subsequent releases also initially came out on ps2. They arent screwing anyone, this is just how they have operated for over a decade.
