A fair number of the people I know with PhDs from regional universities became federal agency scientists, extension researchers, and community college profs. All of those are sustainable career paths.

I don’t know. But I can say that during a previous paroxysm of anti-immigrant sentiment, Chinese and Japanese immigrants were landing in Mexico and crossing overland. Many stayed in Sonora and Sinaloa, as it turns out. And that's why Border Patrol was created!
