You're right. And we know Meemo was separated from the other two because he must have been the one who hunted down the passersby and executed them with the gun.

I think I figured it out, thanks to this thread of comments. As @avclub-4c56756898d633b36107f305da70351d:disqus pointed out, Meemo used a gun at the bus and on the middle-aged passersby in the SUV.

Also, as that was a prison-transport bus, at least one of the police would have been armed. Possibly a shotgun locked to the dashboard like in cop cars.

If they were identical twins they would both be bald (or both with full hair).
