this article is very slanted, but the actual charges show that the police claim he was speeding with no lights on, then refused to stop. I have no idea whether he was or wasn't, but that is the answer to your question.

I will check for something general. Precedent has shown that a badge, uniform, and a marked car are sufficient ID.

No... He was not. Three forms is an urban legend that is NOT TRUE. Uniformed officers in marked cars are not required to provide additional ID, especially not before a detainee is made secure.
