This will not work for most newer cars. Like my car, you have to bring it to the dealer where they need to transfer codes for my car from their database. Similar to a car radio lock.

@jdale: That still wouldn't be able to solve parking by figuring out which ones are empty unless you tell the meter you are leaving. In New York they are installing "Muni Meters" where 1 machine is placed every XXX feet. It prints out a piece of paper that you put on the windshield.
