Because I am a developer and I usually get the newest iPhone every summer and like to have an Android phone do develop for as well. I currently have a Nexus One on AT&T 3G. If I were to get the Nexus S on contract I would have to pay an extra $400 for the iPhone off contract.

Those are the options in the view of the Government, I agree the only real competition left is Verizon and Sprint. All I am saying is that its not a monopoly since those companies are also carriers. The government isn't going to look at what technology or whose towers are being used.
