Weirdly you don’t have to be indicted or arrested to be pardoned. (Learned that very recently!) I mean, Nixon was pardoned but he hadn’t been indicted for anything. I think you can’t be pardoned for treason but that may be it.

Yup...we are embarrassed about a lot here but he’s really highlighting how screwed up things are. He can’t get away from the state investigation but he’s definitely if he makes a scene for trump, he’ll a pardon and get out from under the FBI investigation.
