I dont think it's made by the same people. But my understanding is that you are trying to take territory in the game. To do this, you can soften up areas by going after the underlings which will affect the power of the lieutenants, captains and bosses.

I think the setting is the primary difference here. It's set in 1960s New Orleans. The foregrounding of race makes it stand out as well. It also has elements from Shadow of Mordor's nemesis system.

I think just by spending that much time on corrupt Fitz in the main storyline created that impression for me. Because from my admittedly hazy recollection, the game (ignoring all the audio logs), starts by sketching out Comstock and then spends a lot of time in the main storyline addressing the corrupt Fitzroy. I think the problem I have with that interpretation is that there is a huge difference in seeking to address generations of oppression (Fitzroy) as opposed to maintaining a status quo that brutalizes it's most vulnerable members. I think Bioshock: Infinite works better if you pretend that instead of making the point it is making (the south-park esque point that all extremists are bad!) that it's really making a point about false equivalences in media (it isn't though).

More Endless Legend. Man this is just a pleasant 4x game. The AI on medium doesn't seem to put up much of a challenge. But it's fun to just play around with.
