Why not replace electoral votes with percentages of the popular vote in each state, then? Each state's 100% would carry equal weight.

Can someone please unambiguously define these basic standards of human decency for us? Can you do it without relying upon what your culture, your society, your religion, et al. tell you is decent? I doubt you can. Especially when you start considering all of the edge cases.
