There’s not really anything thrifty about Mandarake - they deal exclusively in stuff for the collector’s market. A thrift store has all sorts of general merchandise, perhaps some collectibles but typically just used items.
I usually see AES consoles for a lot less than $190 here. Usually 15,000 yen is about normal.
You could ask the same thing about most any AES game. All of them are much more than the MVS version.
They’re not really like thrift shops at all - they don’t buy/sell cheaper stuff or junk stuff at all. They’re a resale shop for collectors.

You don’t always need Japanese ID for beer vending machines in Japan. The ones by me use facial recognition to check if you “look old enough” - not sure how that works. Cigarettes you do, yes.
