I think american servers generally do check on tables way, way too often. No need to stop by every 5 minutes or so, I want to talk with my friends/enjoy my meal in peace/whatever. It’s not worth making a stink over, but it’s definitely a thing.

If you want to get on Iran for being “uncivilized” you probably got a much better case using their horrible civil rights records in regards to women and the public executions of gays than for two travelers getting arrested for flying a drone without a permit.
Man, there’s a whole lot of countries where flying drones without permission will get you in serious trouble. Hell it gets you in trouble in Japan if you do it in the cities.
Iran is not a particularly unsafe country for travelers. American travelers can have difficulties, and people who aren’t paying attention to the laws or are doing something that could be seen as spying, sure. But it’s not Syria or anything.
In this case, it’s absolutely a solution. This is not a major issue, there are few if any repercussions to dumping this water.
