It’s not 13, though! It’s not “often” restricted, it’s universally restricted. It’s like saying the top tax bracket is 30% in Japan. Which it IS, except everyone also must pay 10% prefectural/muni tax, so the top tax rate is PRACTICALLY 40%.

It’s 18. It is not 13. Most Japanese will tell you it’s 20 because people are still considered children until age 20 (can’t be charged with a crime as an adult, can’t smoke/drink, can’t vote).
