I'd argue that the people at the top are easier to deal with and fix—Lawsuits and expensive court cases, anyone?—then changing the mindset of the masses.

The solution is to shame it into nonexistence. The same way we did with sexual harassment at places of work.

It's an old slang term, used as an adjective in this scene from the 1950s, and a good one. The word itself is apparently comes from 1600s Dutch.
