I'm not a linguistics expert, so describing accents isn't something I know how to do. But I (and everyone else) can distinguish an American accent from a British one without a problem, even if I can't distinguish a Georgia accent from a South Carolina one.

"American accent" isn't completely meaningless, though. It might not be as specific as it could be, but lots of things aren't. To call myself American isn't meaningless just because there are states within the country.
