I did give several reasons for why the minor may have chosen to not proceed. However, grand juries don’t typically hand down indictments for fun.

Have you ever used the criminal history database? Or maybe even Accurint? They always give everything associated to the individual, and often times include charges that were dropped/dismisses and shouldn’t appear on the background at all.

I generally forgive and forget when I think a person has paid their debt to the victim or to society. He was indicted by a grand jury, but escaped trial because a minor was afraid/unwilling/incapable of going through a trial and going through all of this again. So, never?

This one would be very difficult to protect the cop had the victim been able to draw in time to fire first. Cops are broadly protected while on the job, but he isn’t on official business so killing him as a CCW holder would be arguably protected.
