Yes the kid fucked up. Seriously fucked up by trying to confront someone in a moving car on a race track. Some people are saying that Tony might not have ever seen that Ward was out of the car. I don't believe that was the case, but it is within the realm of possibilities.
Given Tony's amount of experience he should have expected the other driver might react. Knowing that, if he was leaving emotion completely out of the equation he would have taken a line as far away from Ward's car as he possibly could.
