Yes. As a survivor myself, I think I do. What would you have had the university do? Force her to file a report when she said she didn't want to. That would be a swell thing to do to someone whose agency was taken away once! Why not do it again!!??

Sure. The victim didn't even want to file a report with the university, so the university should compel her to go to the police against her wishes? Yah, makes sense.
