Yeah, we do that here too (Washington State), but it’s rare. Problem is, people think blinking yellow arrow means “go quickly, it’s about to turn red!” and end up speeding through their turn. Right on red has always been legal in Washington State, until recently when they made SOME busy intersections no right on red. There are big signs saying so, but people aren’t used to looking for them. Either you keep it legal or you make it illegal - this ‘sometimes illegal’ thing doesn’t work.
The fix isn’t stopping right on red, it’s making difficult and comprehensive driver licensing and training required, and harsh penalties for law breakers.
