If a cop is going to shoot someone they are always told to neutralize the target. It's the nicer way of saying shoot to kill. Essentially they are supposed to discharge a firearm until the target is on the ground and depending how fast they shoot they could easily shoot a few bullets before a target falls.

That's genuinely just not how training for law enforcement goes. A law enforcement officer always, always shoots for center of mass. It is the most important piece of information they learn in training as to how to not end up dead when facing someone holding a firearm.

Because they are taught to shoot to stop. And this isn't the movies where the cop can land one perfect shot that stops a perp cold with no threat of return fire. So they are told to keep shooting until the threat is neutralized.
