Competent leadership requires money to hire competent leaders.

When your funding results in you hiring from the bottom of the barrel, you’ll get some bad judgement in there.

Poor funding means you hire whoever you can get. More funding = (potentially) better hiring.

Manpower and training both take money. For most of the past thirty years we’ve had a Congress that is more than happy to cut regulatory agencies to the bone, and now we are reaping what we’ve sown.
