CHP already uses Dodge RAMs, Ford F-150s, and formerly and still in a few areas, Ford Broncos in the more mountainous regions of California. Of course in those areas they wont be very good at pursuing, and I've found that out first hand when I've been on the lucky end of a few of those encounters.
I don't think so. The NPI 4.6L can go near 500hp no problem, and the PI 4.6L and 32v 4.6L can go higher. The 302 can get to 600HP fairly easily through stroking and boosting and even the 3.8L SCs have hit 600HP. Honestly I think you can have 600hp in either of those configurations for under $5000.
Agreed on the MN12, its the most the best european touring car America has made with the exception of perhaps the new CTSv coupe. If I had to pick a specific MN12 I'd take either the 1990 35th anniversary SC or the 1992 5.0 Sport from the Jade movie car chase with the rear window louvers and epic exhaust.

Nobody ever complained about the rear suspension in the MN12, it takes 600+ HP without breaking a sweat and still puts most of the power down effectively.
