Even in NY, with the toughest gun laws in the country, you don’t need to be licensed to buy ammo. Go in, buy ammo, leave. It will take around 2 minutes, and that includes about a minute and thirty seconds of walking into and leaving the store.

Well... in the US government’s eyes, yes. It isn’t up for debate. You can buy pretty much any quantity of bullets and not be put on a list, right or wrong as it may be.

But, you’re talking about building as opposed to printing and assembling. Those are two completely different skill sets.

You don’t. But buying bullets doesn’t raise any type of suspicion, so it’s not an issue.

Actually, unless there’s a separate basis for it, what negative inference can be drawn?
