Well, unlike private companies, the Gov’t doesn’t have natural pressures to choose the best provider of services. Without procurement regulations, every politician’s brother in law would be doing the town garbage, etc.

Yes, and now the private company is not getting paid, because the figures they included in the contract budget were not actual expenses, hence a breach of contract. Hence the non-payment. Get it? You can’t just make up numbers. I understand that you can just make up numbers, and so long as everyone is happy, fine. But

I think you’re missing the distinctions here - billing rate versus billing item. You do not line item budget a laborer for more than that laborer makes. Now, you can line item a laborer for the wage plus fringe benefits plus the materials/space/equipment you provide.

You also don’t say you pay people more than you do. You say you pay them what you pay them, and you include other costs as line items, such as indirect costs, administrative costs, etc. Anything else is borderline fraud.

The way this contract (at least as reported above) is structured on the budget side is not normal.
