A one-sided attack on a person is coming from a place of strength, so yes both the author and the masses would be a bully here.

You exclude this as bullying only because you fail to see the power the masses actually do have - for both good and evil.

Most of the bullys i knew in school were from worse socioeconomic situations than the kids they picked on. So your definition of bullying needs work.
