Yes, this discussion of how the Prime Directive here has nothing to do with the changes to ferengi society. It's their own internal change (which we don't know how successful, if at all) it will be. The Federation had nothing to do with it.

I always liked Andy as the centre of the show. His dynamic with Carlson was great (the Turkey ep sums it up perfectly) and I loved his interactions with the rest of the cast. Being the straight/normal character in a wacky ensemble is a thankless, but very important role.
One ep that I always remember fondly was when they were going to get evaluated for Mama Carlson by a guy who basically insisted on a bribe, otherwise he was going to tank their eval. To circumvent this they gave him all the bad material he could want but it was the exact opposite of what Mrs Carlson knew to be true…
