Being able to comprehend road signals is a requirement for getting a license. If you can no longer do that, do the world a favor and hand your keys to someone responsible. There really should be regular re-testing.
MotoGP has had the solution to this for years. Teams with poor performance get more testing and development freedom. Once their results improve that gets shut down. If a team falls off for a sustained period (years), they have some viable way back without waiting for a complete overhaul of the rules.
