There’s no need to activate any of the radars in the site, they have a lot of other radars deployed there, AFAIK. Not to mention the Syrian IADS or whatever is left of it.

Its a picture of the SPO-15/L-006 Beryoza, probably from LO or DCS (which are great sims, btw). Its an outdated RWR now though: Russia is currently producing the Pastel RWR (better known as L-150, IIRC someone had an SPO-xx designation for it too) which is roughly comparable to your average Western 80s/90s warning…
The Su-24 has an older IR MWS...the AIM-9 has a very low smoke motor, burns for maybe 3 seconds...

It depends on the elevation angle, not sure what the newer Russian RWRs (Pastel, for example) are like in terms of coverage area, but the older L-006 has a +/- 30 degree vertical detection area...a very close range missile shot fired from below or above the aircraft isn’t entering that zone
Think about it, its a fucking AIM-9 or AIM-120, both have very low smoke trails (9M/X, all 120 variants), and the Su-24 has VERY POOR rear visibility. Its entirely likely that an F-16 would be able to approach a Su-24 from a rear quarter without counterdetection.
