Most of the crippling cost of living and healthcare is that way because of lawsuits. So, it sort of goes full circle. lol

Plenty do. Some stuff has to line up in your favor, like people on Craigslist and eBay wanting the crap you pulled out of it, Good scrap prices, Expectations of performance and possibly reliability correctly lowered.
