Only Megman 3 did that. With the others, as soon as you defeated the 8 robots you went up against the evil doctor - whether it was Wily or some other doctor.

Well it depends on the scale used and the way its used. Lets say you've got a 1-10 scale and you decide you want to distribute the scores evenly. So the bottom 10% of games would get a 1, the next 10% would get a 2, and so on. In this scale, 10% of game would get a 10/10, which would be translated to a 100/100.
