As pointed out by Jason Concepcion on twitter: this CLEARLY has been in the works for a while. They leaked out that he was “unsatisfied” to blame the upcoming trade on KP and give themselves cover. However, since KP’s tore his ACL the Knicks:

A lot of the rules modernization has been focused on the player using his or her own skill to execute shots - this includes lining up his or her shot/line of play. The problem they really were trying to fix was LPGA caddies standing behind the players and lining them up all over the golf course.

I think it’s a lot simpler than this. Just enforce the rule as written.
