Not exactly. Tethered barrage balloons were used in WWI and WWII to thwart low-level attacks. Last spring there was talk about deploying them in Ukraine.

It sounds like he is digging up excuses for very very difficult behavior, that EVERY TIME he came to a new set he had to redo EVERYTHING that he had previously storyboarded and worked out with stuntmen, costumes, actors, etc.
