This is fun to ponder, though we should all remember that Lynch doesn't create while thinking about themes or what symbols mean. He creates abstractions that end up having significance.

I don't think she was, because of the way she kept telling that guy to back off, please. I think Sarah knew what would happen if the guy didn't back off, and tried to warn him.

The only thing that really needs to be resolved is Cooper's story, and I'm confident it will be. I'm not sure why anyone would expect every other thread to be tied neatly by the end. That's not realistic, and sets you up for disappointment.

I think there is time for them to conclude the only plotline that really matters - Cooper's story. I think all the other stuff will largely remain unresolved, and it wouldn't surprise me if the reason for that is to leave open the possibility of making more episodes.
