You can rinse them in a public bathroom, or just wipe them with tissue. They should be boiled in hot water, but you could probably get a plastic cup of scalding water and submerge them in it to sterilise also.

I had an idea for a charity to provide moon cups to developing countries. They last forever and you only need boiling water to sterilise them. Someone better than me needs to get on this.
