The zero driving hour requirement (or lack thereof) only applies if you are over 18. Under 18 I think it’s something like 50 hours with 20 at night. But yes, turning 18 shouldn’t mean that you automatically don’t need to practice. And the test only fails the most egregious new drivers, any adult with any experience…
