That's how I feel. There's no problem with a toddler not wearing a shirt. The problem becomes when the shirtless toddler is doing something with a sexual overtone.

Yeah this one is weird. Objectively, no a toddler being topless is not a sexual thing at all, but in the context of this whole thing where these women are certainly being sexualized it is weird.

Of course a toddler’s body shouldn’t be sexualized, but this child’s body was put in an explicitly sexualized context, which is weird and gross. It’s not child porn, but definitely a step below the worst things I’ve seen on Toddlers and Tiaras.

The answer is that everyone who goes to Time Square is now obligated to be nude.

8 yr. olds are in 2nd or 3rd grade. That is a very specific, deeply disgusting thing to say to a young child. Gross men yell vile things at tweens in the street all the time, but this sounds as if it was after a meeting or a show and this perv had a one-on-one conversation with her. That is seriously predatory.
