I was at a VW dealer last weekend and had the opposite opinion. I couldn’t figure out how VW could charge so much while offering so little. Sitting in several did not change that opinion.

I’ve actually found the opposite to be true Tom. I get a trade in offer from a dealer, and then counter with CarMax’s offer. The dealer usually raises their offer to match it.

You do know that testing and other steps take time right? The fine is there to discourage others from cheating the system, not to distribute to taxpayers.
