Because like Katrina, which hit Florida as a category 1 storm, Harvey hit a very warm patch and quickly intensified. Most coastal residents are used to tropical storms or even lower-end hurricanes, but when they reach categories 3 or above and only give you 24 hours notice it’s very difficult to prepare.
