If you try to join from the pause menu (not the loading screen), when you go to the Online section it says in the description box to the right of it that the Rockstar cloud server is down (or something to that effect).

My word, I just thised myself. I still play redegade-x and it is still just as fun. This is the best multiplayer I've ever played and to my knowledge there is nothing quite like it, but oh how I wish there was.
